Emergency Services rolls over Homeland Security and HAZMAT grants, accepts state flood-mitigation equipment MOU

Warren County's Office of Emergency Services (OES) asked the Public Safety & Emergency Services Committee on Jan. 21 to amend the 2025 county budget to carry forward unspent funds from multiple Homeland Security and HAZMAT grant awards and to accept a memorandum of understanding (MOU) with the New York State Division of Homeland Security and Emergency Services to assume stewardship of state-owned flood-mitigation equipment.
OES staff said the items are routine annual grant rollovers for State Homeland Security Program (SHSP) grants from multiple years, a domestic terrorism prevention grant, and HAZMAT grants. The committee voted to combine and approve amendments for six grant-related budget adjustments (items 1—6) to reappropriate those funds into the county's 2025 budget.
On a separate item, OES explained the state offered to allocate flood-mitigation equipment to counties based on a flood-risk formula. The state will purchase equipment centrally and assign items to counties; the county will accept possession per the MOU, maintain the equipment, use it for municipal response and mutual aid, and either repair or surplus items that become nonfunctional. OES staff said the state did not provide a dollar figure for the allocation but that the equipment will be available for county and mutual-aid use.
The committee approved the MOU accepting the assignment and custodial responsibility for the equipment and authorized staff to execute the agreement. OES staff said they will inventory and maintain the equipment and coordinate mutual-aid use as needed.
All six budget amendments and the MOU were approved by voice vote.
