County attorney outlines contract workflow overhaul and new risk-and-safety committee work

The county attorney told supervisors the county has been revising and standardizing its contract process to reduce legal and administrative workload and focus review resources on higher-value agreements.
As described to the board, the reforms include publishing standard contract terms and insurance requirements on the county website, setting clear indemnification language, and standardizing nondiscrimination contract provisions. The attorney said the objective is to reduce the time spent on routine, low-dollar contracts and concentrate legal review on more complex or higher-dollar agreements.
The board also heard that a newly formed Warren County Risk and Safety Committee — comprised largely of department heads — will meet monthly to review incident reports and recommend policy changes. Committee work includes drafting an updated consolidated county vehicle-use policy to replace disparate departmental subpolicies; the county attorney said that work could come forward to committee in an upcoming cycle.
The attorney added that the county enters roughly 1,000 contracts per year and that standard forms and clearer bid-package terms are expected to reduce review burden and speed procurement for routine services.
