City presents Q1 Capital Improvement Program update, dozens of projects across parks, roads and public safety

Assistant Director of Public Works Rick Laufer briefed the commission on the city’s first-quarter FY24–25 Capital Improvement Program on Jan. 21, outlining project status across funds 302 and 303 and highlighting more than 120 active projects.
Laufer reported $19.4 million in the amended Fund 302 budget and $8.9 million for Fund 303, with transportation, recreation and public safety the largest allocations. Completed projects include entrance paving on Chapel Hill, Gulfview Harbor resurfacing and a new concession building at Hester Park. Projects in procurement or construction include Denson Pool heater replacement, a Hester Park court replacement and the Cultural Center auditorium audiovisual upgrade (estimated construction $1.4 million).
Major projects pending procurement or design include the Southeast First Street shared-use path (estimated construction $5.4 million with a $1.5 million LAP grant), Pioneer Park boat ramp reconfiguration (estimated $1.0 million with a $109,000 grant), Fire Station 2 hardening (grant $572,000; est. construction $550,000), Harvey Oyer pier replacement and the Sandcastle drainage and road improvements (large grant funding, estimated construction $17.6 million). Cemetery expansion (Sarah Sim) will add roughly 1,000 plots; staff said construction would start in June 2025.
Commissioners asked about median maintenance on Gulfstream Boulevard, shading for bocce/pickleball at JC Park and whether artificial turf planned for Centennial Park would be comparable to athletic turf; staff said design details would return to the commission. Laufer said the quarterly update will be a standing report and noted several projects include federal or state grant funding.
