Santaquin staff preview rezone, standards updates and Greenhall development amendment

City staff previewed several land-use items the council will consider at a forthcoming regular meeting during the Jan. 21 Santaquin City work session, including a rezone in the Peter Rabbit Springs area, a routine update to standards and specification drawings, and a resolution to amend the Greenhall Construction Holdings development agreement.
Jason, a city staff member, described the rezone matter as largely a cleanup and a reversion after an earlier swap of property with a developer. He said the property in the Peter Rabbit Springs area had been placed in the public-facility zone during an earlier cleanup effort; after a subsequent property swap with the Scenic Ridge Estates developer, staff proposes reverting the parcel to its prior residential zoning. Jason noted the parcel originally carried R-12 PUD treatment and said he believes the rezone should revert back to “R-12 PUD” rather than to a plain R-12 designation; he said he would discuss that technicality with staff during the break and confirm whether any additional noticing is required.
Standards and specifications Staff said the second ordinance is an annual update to the city’s engineering standards and specification drawings. John Lindell is scheduled to appear on the regular agenda to present that item and to answer technical questions.
Greenhall Construction Holdings amendment Staff said the proposed resolution would amend the Greenhall Construction Holdings purchase and development agreement in the industrial park to (1) allow the use of an 11-foot front setback area for landscaping purposes and (2) prohibit storage containers and similar outdoor storage on the property. Staff described the amendment as consistent with recent changes made to other purchase agreements to maintain a uniform standard across industrial park agreements.
Procedure and next steps Jason and other staff said the rezone question is mostly procedural and technical; they will verify whether reverting to R-12 PUD requires revised noticing. No formal council votes on the land-use items were taken at the work session. All three items were described as appearing on the regular meeting agenda for formal action.
Ending Staff indicated they will bring final drafts and any required notices to the regular meeting. The mayor told the council a short closed session would follow the regular meeting; staff said they expected it to be brief.
