Council approves budget amendment, awards contract for Orchard Hills lights and passes two ordinances

The Santaquin City Council on Jan. 21 approved a fiscal-year 2025 budget amendment and a series of related items, including a contract to complete lighting at Orchard Hills ballfields and two ordinances affecting zoning and city construction standards.

The council adopted Resolution No. 010103-2025 approving Budget Amendment No. 3. The amendment recognizes $16,600 in police donations (a new revenue line) and establishes a corresponding $16,600 expenditure line for the police department; it also transfers $140,000 from park-impact fund balance to increase the Orchard Hills ballfield lighting budget (expenditures for that project were increased from $105,000 to $245,000). City staff said the funding will cover increased costs after the multi‑year project’s price changes.

Separately, the council voted to award a not-to-exceed contract for Orchard Hills ballfield lighting and electrical work to Inner West Electrical Contractors for $188,600. City staff described the work as electrical connections and conduit installation (including bore runs under turf to avoid long trenches) to get the existing poles and scoreboard operational.

The council also approved two ordinances: Ordinance No. 01012025, rezoning approximately 2 acres of parcel number 32-40006 from public facilities to residential R‑12, and Ordinance No. 01022025, amending Santaquin City standard specifications and drawings (codifying updates and corrections). Both ordinances received unanimous council approval following staff presentations and the planning commission recommendation (for the rezoning).

Council members speaking during the items emphasized that the lighting project had spanned multiple years and that rising costs required the additional appropriation; staff said the donation funds for the police will be used for travel and lodging related to Police Week attendance. The council asked staff for timing; staff suggested most remaining work could be done in roughly two to three months, with a target to have the lights working by early March if possible.

The actions complete a package of budget, procurement and land-use steps the city described as necessary to finish capital projects and tidy up zoning maps following recent property negotiations and exchanges.
