Councilor Del Rosario and others emphasized operational questions — for example, how an elderly or homebound voter would provide identification — and warned against adding barriers for voters who typically use mail ballots. Councilor LaPlante and others urged proponents to find a working model used elsewhere rather than drafting from scratch.
After an extended discussion, Councilor Levy and other backers agreed to take additional time to produce a written proposal that addresses concerns raised during debate, including clear treatment of absentee and vote-by-mail procedures and safeguards for voters with limited mobility or documentation. The council then voted by voice to table the item; the motion carried and councilors asked proponents to return with a revised, written petition for consideration.
The item remains on the council’s list of tabled matters pending a formal draft that the council can transmit to the Legislature as a home-rule petition.
Why it matters: Municipal votes on voting requirements raise questions about access and integrity. Massachusetts does not require voter ID statewide, so a local carve-out would need legislative approval; councilors asked proponents to show how the change would work in Lawrence before the body transmits a formal request.
