Prince Edward County planning commissioners voted Jan. 21 to forward an 80‑megawatt Gabriel Solar project with an associated battery energy storage system (BESS) to the Board of Supervisors after developers addressed fire‑safety, environmental and construction‑management questions raised at an earlier meeting.
Developer representatives, including Michael Cook (director of development) and Jenna Wood (associate in development), told the commission the project would include an approximately 30‑megawatt battery installation totaling about 120 megawatt‑hours, be sited on roughly 1,200 acres, and use U.S.‑manufactured panels and recycling channels for end‑of‑life panels. The developer estimated the county could receive about $12.7 million in combined real‑estate and program revenue over a 40‑year project life and said the company intends to own and operate the project through decommissioning.
Why it matters: Large‑scale solar and battery storage projects raise questions about long‑term environmental stewardship, fire safety and public‑safety coordination with local emergency services. The commission previously tabled the application to obtain additional technical information; the developer returned with detailed design descriptions and offered site‑level mitigation commitments.
Key points raised and developer responses Developer statements: The applicant described lithium‑iron‑phosphate (LFP) battery chemistries being proposed and explained that these batteries tolerate higher temperatures and do not produce the same flammable off‑gassing observed in some other lithium‑ion systems. Developers said the BESS would be modular, containerized, on concrete pads with noncombustible separation zones, monitored 24/7, and equipped with fire suppression systems. Jenna Wood told commissioners the project would meet applicable UL, NFPA and federal guidance and that off‑site monitoring/reporting would be tied into emergency response protocols.
Panel materials and recycling: Commissioners asked about cadmium‑telluride panels and other materials. Developers explained the panels proposed are from U.S. manufacturers and the project includes binding commitments to recycle panels at end of life. The applicant requested removal of a draft condition that prohibited cadmium‑telluride panels because that technology is used in some U.S.‑manufactured modules; staff and the applicant agreed to remove that specific prohibition to avoid confusion and to rely on the applicant’s recycling and materials commitments recorded in permit conditions.
Construction, stormwater and soils: The developer provided a proposed soil‑testing schedule (10 sample sites) and committed to construction‑phase stormwater controls and a construction traffic management plan subject to VDOT review and any bond requirements for road repair. Staff told the commission that the Board of Supervisors had asked for annual soil testing and strict erosion‑control enforcement; the developer agreed to detailed, contractually required environmental training for contractors and to penalties for violations.
Emergency response: The developer said it will coordinate with the county’s emergency management coordinator on response protocols, provide geotagging of infrastructure for first responders, and ensure the emergency access route and path widths accommodate response vehicles. The developer also said the monitoring system would trigger immediate notifications to site staff and county responders per a coordinated protocol.
Decision and next steps: After questions and a brief discussion about editing permit conditions, the commission voted to forward the application to the Board of Supervisors with the requested clarifications and with the condition text updated (including removal of the cadmium‑telluride prohibition). The Board of Supervisors will hold a public hearing on Feb. 11, 2025. Commissioners noted the public will have another opportunity to comment at the supervisors’ meeting.
