Pennington County approves BRIC subaward application to pursue software implementation funding

Pennington County voted Jan. 21 to submit an FY24 Building Resilient Infrastructure and Communities (BRIC) subaward application to the South Dakota Office of Emergency Management. Grant Manager Jennifer Williams Curl told the board the county is seeking a subaward from a statewide $2 million pool set aside for building‑codes and resilience efforts that could offset implementation costs for Tyler Technologies software across multiple county departments.
Williams Curl said staff are coordinating with departments that have expressed interest — planning, highway, equalization and possibly buildings and grounds — and that the county will seek to use the grant to fund implementation and reduce one‑time vendor implementation costs. The county would be responsible for a 25% local match if selected; Williams Curl said full vendor budgets are not final and that the grant application is due Feb. 14, 2025.
Commissioners asked whether departments had been engaged and whether the City of Rapid City’s similar migration to Tyler created an opportunity for joint connectivity; staff said they were coordinating with city counterparts. The board approved submission of the application and signed a local‑match commitment letter to satisfy the grant procedural requirement.
Ending: Staff will finalize vendor pricing, complete the application by Feb. 14 and return with a proposed budget and more detailed scope if the state invites a subaward.
