Board hears 2020 bond report; bid pack 14 proposed to replace scoreboards and upgrade stadium lighting

Farmington Public Schools administrators told the board the 2020 bond program is entering its fifth year and many projects are concluding, and they presented Bid Pack 14, which would install new scoreboards and LED stadium lighting at high schools and several middle schools.
Plant Moran senior vice president Scott Smith said the district is tracking a $106,397,799 bond budget that includes the original $98 million plus carryover and interest. Commitments and contracts are approaching roughly $90 million, and spent-to-date reconciled through December was just under $84 million. An owner contingency of about $2.1 million remains.
The current active work highlighted was Bid Pack 15 (transportation) starting in May. The board then heard a focused presentation on Bid Pack 14 — the athletics package — which includes installing new non-video scoreboards at both high schools' main and auxiliary fields, baseball and softball boards, and middle-school scoreboards, plus replacement LED lighting on the main stadiums and new lighting on auxiliary fields.
McCarthy & Smith construction representative Aaron Phillips described a competitive bid opening with five bidders, noting the low bidder withdrew after a post-bid interview and the administration recommended awarding to the next qualified bidder, listed in the record as Mhmm Construction LLC. The estimated hard construction cost for the recommended award and accepted alternates was presented as just over $2,000,000, which the presenters said remained roughly $200,000 under the project line originally set aside for video boards and lighting.
Presenters proposed two alternates: a theatrical lighting package to provide programmable special-effects lighting for game-day productions (an alternate priced at about $82,000 for both schools) and a heavier, deeper scoreboard foundation so future upgrades to larger or video boards would require less substructure work.
Board members asked technical questions about foundation depth and long-term flexibility. Presenters said scoreboards already have been ordered and are in production; installation and larger electrical work is scheduled to be contracted and completed over the spring and summer so fields are ready for the 2025-26 school year.
The board did not take action on bid pack 14 at the meeting; staff said the item will return as an action item at a subsequent meeting.
