Temple Terrace council approves Morris Bridge Road transfer from FDOT; city to assume maintenance

The City of Temple Terrace on Jan. 21 approved a resolution to accept maintenance responsibility for Morris Bridge Road following a transfer agreement with the Florida Department of Transportation.
City Engineer Brian McCarthy told the council FDOT will resurface the roadway, make safety improvements and add a widened multiuse path on the west side before the city assumes maintenance. “Essentially, the city isn’t purchasing the right of way, but is accepting the maintenance responsibility of this roadway,” McCarthy said.
Under the agreement, FDOT will continue to maintain a bridge over Cow House Creek within the transfer segment; the city will maintain the roadway and adjacent rights-of-way, including mowing and other landscape upkeep. McCarthy said FDOT’s resurfacing should delay city resurfacing needs for “20 or 30 years,” though restriping may be needed earlier.
Council members asked whether the city may make future changes such as adding sidewalks, lighting or golf-cart paths; McCarthy replied the road will be a city-local road and such changes would be under city control, while bridge improvements would require FDOT review. On maintenance costs, staff said routine upkeep will be absorbed within existing street/road maintenance budgets.
Council members and the mayor also noted the transfer supports possible strategic annexation in the area by making certain corridors contiguous with city limits. After discussion, the council voted to approve the resolution.
A sunset or effective date for the transfer was not specified during the meeting.
