Environmental services reports steady building and septic trends, short-term rental numbers fall

He said roughly 67% of the department’s staff expenses are funded by non-levy (grant) dollars and showed a 13-year trend in permit activity: septic-system permits have increased steadily while building permits (within the county’s permitting jurisdiction) have shown slow, steady growth.
Brad said the number of plats being submitted has increased, and the number of variances heard by the planning commission has risen while conditional use numbers have remained largely flat. On short-term rentals, the county adopted an ordinance; beginning in 2022 the department received 28 applications and 13 of those initial permits remain active. Staff said some units converted to long-term rentals, some ceased operation, and some may be operating without permits. Brad noted the department expects short-term rental permit numbers to decline over time.
He provided a brief update on the Charlotte management ordinance and said staff hoped to bring an updated ordinance to the County Board for consideration later in the spring. On cannabis, he summarized state-level timing: a state rule update was expected in early February (state timeline referenced informally), an application period runs through March 14, and a lottery for statutorily capped license categories is anticipated in May or June; registrations for uncapped categories may follow sooner.
