Council approves first reading to annex 3-acre parcel on South Valley Road for utilities access

The Casper City Council voted unanimously on first reading on Jan. 21 to approve an ordinance to annex, plat and zone a 3-acre parcel at 4875 South Valley Road to allow the property to gain access to city utilities.
City Manager Jay Carter Napier described the parcel as eligible for annexation because of its proximity to city limits and available utilities. "This is a rather unique situation wherein the subject property is requesting annexation in order to gain access to utilities," Napier said.
Councilor Bond moved and Councilor Jensen seconded the motion; the council held a public hearing with no speakers for or against and then approved the ordinance on first reading. Council discussion included a map clarification requested by a councilor who asked whether the blue parcel was the only property being annexed; staff confirmed only the 3-acre subject property would be annexed.
Staff characterized the parcel as an "island" that will function as a bridge between city and county jurisdictions if annexed. The motion passed with all councilors voting aye.
