Casper council approves first reading to rezone city-owned Robertson Road parcel to agriculture

The Casper City Council approved on first reading an ordinance to rezone a city-owned parcel in the Robertson Road addition from planned unit development to an agricultural/urban agriculture classification.
City Manager Jay Carter Napier told the council the change is intended to make the property easier to transition to private ownership. "We've attempted a number of times in the past to transition this property to the private sector with no success," Napier said, adding that the PUD zoning had been cited by developers as a hindrance.
The rezoning was described by staff as creating a more open canvas for future developers; Napier emphasized that the developer selected through any future sale would be the ultimate determiner of the property's eventual use and zoning. No members of the public spoke for or against the change during the public hearing.
Councilor Bond moved and Councilor Jensen seconded approval on first reading; the motion passed with all councilors voting aye.
The ordinance will return for a subsequent reading as required by the city's ordinance procedures. Staff previously discussed the proposal in work sessions with the council, and exhibits entered into the record included correspondence from Liz Becker and a Casper Star-Tribune affidavit of publication.
