Council approves amendments to on-call planning contracts to support zoning updates and ADU changes

The San Fernando City Council approved amendments to professional services agreements for on-call planning services to give staff capacity for a range of zoning and housing-related tasks.
City staff explained the amendments are intended to fund work that includes reorganizing the zoning code, updating the accessory dwelling unit (ADU) ordinance, amending the landscape ordinance and drafting policies to comply with recent state housing laws. Staff said some of the work would be independent of a potential mixed-use overlay ordinance, while other tasks would support the mixed-use review if council adopts it.
Councilmembers asked whether the contracts should wait until council decides on the mixed-use overlay; staff replied the agreements cover a broader set of zoning and regulatory updates and provide the city with on-call consultant capacity whether or not the mixed-use ordinance moves forward.
The council approved the contract amendments by roll call vote.
