Subcommittee backs bill to raise aircraft registration fees and offer multiyear registrations

The House Transportation DMV Subcommittee voted 8-0 to report House Bill 2022, an agency bill sponsored by the Virginia Department of Aviation that would increase aircraft registration fees and authorize multiyear registration periods of up to three years.
Delegate Anthony presented the bill on behalf of the Department of Aviation. He said the single-aircraft registration fee was last set at $5 in 1979 and that inflation and rising costs have required the department to subsidize the registration process by about $100,000 annually. The bill would increase annual registration fees for single noncommercial and commercial aircraft and for dealer and fleet registrations, and allow discounted multiyear registrations to reduce administrative burden.
Greg Campbell, director of the Virginia Department of Aviation, testified in support and described the measure as an agency bill that would free funds to support 65 public-use airports in the Commonwealth and finance modernization, including an online registration system to replace largely manual, mail-based processes.
Bridal Pennington representing the City of Norfolk spoke in support, noting Norfolk’s concentration of aircraft and the local importance of modernizing registration processes. No opposition testimony was recorded.
A motion to report carried on a roll call of 8 to 0; the bill will move forward in the committee process.
