Dorchester County staff report progress on parks, library, roads and major water and wastewater projects; Deer Run bridge weight restriction requires detour

Dorchester County staff updated the council Jan. 21 on active capital, road and utility projects including Oak Brook Sports Complex, Pine Trace Park, Lower Deutsches WWTP expansion and U.S. 78 corridor work; SCDOT has posted a weight restriction on the Deer Run bridge that will require a temporary detour for heavy vehicles.
Dorchester County staff gave a broad capital projects, transportation and utilities update Jan. 21 covering parks, libraries, road widening, trail grants and major water‑and‑wastewater construction.
Adam, capital projects staff, summarized multiple projects: the Jedburgh Fire Station feasibility is under review; the LEC renovation is awaiting final inspection; Oak Brook Sports Complex received an Army Corps nationwide permit; Pine Trace Park work (kayak pavilion framing, playground tree removal, pond stabilization) is underway with a projected completion in April 2025; and the St. George health care facility permits are in progress. Terracon is finishing an environmental assessment for the Summerville Library site, and several bids and permitting steps were described for other county sites.
Larry Harper delivered the public‑works and stormwater transportation update: final design for several projects is under way, preliminary plans for the Sawmill Branch trail extension were revised to avoid a sewer conflict, and the county was awarded a $1,250,000 Transportation Alternatives grant for the Oak Brook trail extension. Work on Maple Street (new realigned intersection and traffic signal) is open to traffic; the U.S. 78 Phase projects continue with right‑of‑way work; and design and field surveys are ongoing for numerous road improvements countywide.
Harper also reported SCDOT issued a weight restriction for the Deer Run bridge as of Jan. 6 that currently prevents fire apparatus and school buses from crossing. County staff said they are preparing plans and a contract amendment to construct a temporary access road to detour heavy vehicles and will coordinate with emergency services and the school district once the detour is implemented.
Utilities staff provided a long list of water and sewer project updates: the Lower Deutsches Wastewater Treatment Plant expansion to 16 MGD is progressing with concrete pours and structure formation; Reedville waterline work is 60% complete; the Shady Grove pump station and forcemain design reached an 85% milestone; and other waterline extensions and pump station upgrades are in varying stages of design or construction. Staff noted the Hollyville pump station site selection is finalized and the force main design is ongoing.
Council members thanked staff and noted the challenging, weather‑related logistics for the meeting. Staff indicated permit comments and agency approvals remain the critical path for several projects and said they would provide updates as agency feedback is received.
Why it matters: these projects include county facilities, transportation corridors and regional water/wastewater capacity that affect public safety access, school transport and county capital‑planning timelines.
