City staff said the agreement mirrors other statewide mutual-aid arrangements and allows qualified employees to assist other jurisdictions in debris management, water and sewer restoration and related public-works tasks. Staff emphasized deployments require appropriate training and National Incident Management System (NIMS) certifications and that initial state reimbursement programs typically cover deployed personnel, equipment and backfill costs.
“Right now, Jason’s the only qualified member of the team, but I think we’ll work to expand that,” a staff member said, describing opportunities to expand training and allow utilities employees to participate. Staff described the MOU as a potential incentive for employees to obtain certifications that align with step increases in local pay grades.
Council approved the memorandum of understanding; the agreement authorizes the mayor to execute the document and allows the city to accept deployments at its discretion. Staff said the city can decline deployments and that reimbursement arrangements require claims and documentation through state systems.
