At its meeting, the DuPage County Human Services Committee approved multiple grant appropriations, contract awards, program modifications and a long list of budget transfers. Most items were routine and passed by voice vote or roll call with minimal debate.
Key approvals included acceptance and appropriation items and contract awards: FIR 1825, $10,000 for the Aging Case Coordination Unit (program year 2025); FIR 1925, $13.65 in interest for the Family Self Sufficiency Program; FIR 2125, an Illinois Department of Commerce and Economic Opportunity block grant in the amount of $1,269,609; and a modification to a Community Development Block Grant agreement with Bridge Communities Inc. to add eligible reimbursement for two additional direct-service staff (HSR 325).
The committee also approved a first reading of the DuPage County Consortium consolidated plan and 2025 annual action plan (HSR 425), which sets county priorities for Community Development Block Grant (CDBG), HOME Investment Partnerships and Emergency Solutions Grant (ESG) programs through 2029. Staff told the committee that the plan must be submitted to HUD by Feb. 15 even though the federal budget and 2025 allocations remain uncertain.
Procurement and contract items approved included a purchase order to Henry Schein Inc. for deluxe over-bed tables for the DuPage Care Center (not to exceed $16,485; item 250185) and a purchase order to Equipment International Limited for laundry equipment repair services at the DuPage Care Center (not to exceed $23,750; item 250201). The Henry Schein item was approved after a roll call.
A long series of interdepartmental transfers to reconcile fiscal year 2024 salary, overtime and benefit line shortages across multiple departments and grants were approved. The transfers addressed shortages in senior services, financial services, dining services, nursing services, administration, recreation, buildings/cafeteria, volunteer services, laundry, housekeeping, pharmacy, rehab and therapy, and federal grant accounts (examples: 25-275; 250-323; 25-277; 25-279; 25-280; 25-281; 25-282; 25-283; 25-284; 25-285; 25-286; 25-287; 25-289; 25-296; 25-309; 25-310; 25-311; 25-312).
The committee combined informational items and approved the county’s program-year funding allocations for the 2025 CDBG ($3,663,504), HOME ($1,556,110) and ESG ($286,741) programs (items GPN 00125, GPM 2/25 and GPN 00325). Staff cautioned that final 2025 funding depends on the federal budget and said the consolidated plan is based on a status-quo assumption for planning purposes.
Routine operational updates included a DuPage Care Center construction and quarantine status update: staff reported no units under quarantine and expected an initial inspection by the Illinois Department of Public Health in the week of the 27th.
All motions were approved as shown on the meeting agenda; most passed by unanimous voice vote. A roll call was recorded for at least two procurement items.
