Lake County commissioners approve budget amendment, code change, park vacation and multiple appointments

Lake County commissioners on Feb. 11 approved a midyear budget amendment, adopted an ordinance amending accessory dwelling unit (ADU) rules, approved the vacation of a small platted park in Mount Plymouth and adopted the county's list of transportation priority projects to send to the Lake-Sumter MPO. The board also confirmed several appointments and reappointments to advisory boards and committees.

The actions were taken by voice vote during the regular meeting; motions carried with the board voting "aye" and items marked as approved or adopted in each case. The board opened a public hearing on the midyear budget adjustment before voting to approve it. The ADU ordinance, if filed with the Department of State, will be Ordinance 2025-4.

Why it matters: The budget amendment reallocates midyear revenues and grant reconciliations, the ADU ordinance alters local land-development rules and impact-fee refund language, the park vacation clears title issues so a residential subdivision can proceed, and the transportation priority list is the county's request for state and federal cooperation on long-range road projects.

- Vacation petition 1301 (platted park in Mount Plymouth). The board approved the petition to vacate the county's public interest in a roughly 1,200-square-foot triangular platted park adjacent to Prestwick Avenue, after a short public exchange and remarks from the developer's representative. Provenance: petition introduced in staff remarks and the developer provided a presentation before the board's vote.

- Resolution supporting Lake County List of Priority Projects (LOP). The board adopted a resolution to transmit the county's priority projects to the Lake-Sumter Metropolitan Planning Organization for consideration in the MPO and FDOT funding processes. The list includes capacity and safety projects such as widening segments of U.S. 441 and State Road 44, Round Lake Road and other projects the county identified. - Appointments and reappointments. The board approved reappointments and appointments including: Molly Cunningham and Bill Mathias as the Lake County School District representatives to the Planning & Zoning board (term to Jan. 31, 2029); Vivienne Cunningham to the Affordable Housing Advisory Committee (term through Nov. 30, 2026); reappointments of Gary Cooney (Clerk of the Circuit Court and Comptroller) and Alan Hayes (Supervisor of Elections) to the Sales Tax Oversight Advisory Committee; appointment of a commissioner to the LEAD board of directors to fill a one-year term (Commissioner appointment recorded); and appointments to the Keep Lake Beautiful Committee (including Judith Fike with a conflict waiver, Terry Pfister Seuss and Mark Rabinowitz). Provenance: each appointment was introduced on the record and approved by roll/voice vote.
