The developer, Mills Meadows Development LLC, requested a two-year extension; staff recommended a one-year extension based on an executed contract with a purchaser and on the project’s prior approvals. The project proposes 99 residential lots on about 17.12 acres with public water and sewer. Planning staff noted the project was approved under the 2009 subdivision ordinance and would require updated permits if the developer submits a final plat after the extension.
Brandy Hogan, a resident of Mills Farm, spoke at the public hearing opposing another extension and saying the neighborhood remains concerned about traffic and the lack of a traffic study. Planning staff and the developer’s representative said that any permits and approvals submitted at final plat would be updated and could trigger required traffic studies at that time; staff emphasized that outstanding permits and the purchaser’s obligations would need resolution before final plat recording.
Commissioner Tim Lewis moved to approve a one-year extension; Aaron Goff seconded and the motion carried. Staff noted that final plat and permit updates could require additional studies or conditions at the time of submission.
