Planning Commission advances Hedgesville Family Medicine sketch plan to preliminary stage

The Berkeley County Planning Commission voted to advance the sketch plan for Hedgesville Family Medicine (file 2405-130) to the preliminary plan stage.
County staff reported that the project — proposed by developer East Mountain Health Advantage with engineering by Monteverde Engineering and Design Studio — would redevelop the existing BB&T bank site at the southwest corner of Hedgesville Road and Paradis Road. The developer proposes a 5,915-square-foot medical center with parking on about 1.45 acres to be served by public water and sewer. Staff said no waivers or exceptions were requested and that County Engineer Doug Smith found the sketch plan compliant with the subdivision ordinance on Dec. 2, 2024. Based on that finding, staff recommended advancement to the preliminary plan stage.
Seth Roderick, an engineer with Monteverde Engineering and Design Studio, represented the project and said, "It is pretty straightforward" and described planned on-site stormwater upgrades and bioretention improvements. Planning commissioners had no substantive questions. Commissioner Tim Lewis moved to accept staff recommendations; Aaron Goff seconded. The motion carried.
Advancing to the preliminary plan does not itself authorize construction; the developer must later submit a preliminary plan and any required permits and obtain final approvals before work can begin.
