The sponsor described the measure as intended to “prohibit to the degree possible the release of any kind of data that would be related to reproductive services or menstrual health,” and said the bill targets willful and fraudulent disclosures without consumer consent. The sponsor told the committee the bill “does not affect anything that is protected under HIPAA.”
The sponsor also said the Attorney General’s office did not identify an unabsorbable fiscal cost. After discussion, a motion to report the bill passed and the clerk recorded the vote Ayes 10, Noes 5.
