The Elizabethtown Area School District facilities committee recommended that the full board approve a second‑opinion feasibility study for the high‑school and middle‑school complex and presented a consultant, RLPS, as an independent reviewer.
RLPS representatives supplied a packet of previous projects and references to answer board questions about experience and change‑order history. Facilities committee members said RLPS had no prior work for the district — a point the committee framed as ensuring independence — and proposed limiting the study to the middle‑ and high‑school buildings to produce an impartial “good/bad/ugly” assessment.
At the Jan. 14 workshop, RLPS proposed a feasibility fee of $8,300. Company representatives told the board they would credit the $8,300 back to the district if the board later selected RLPS for design or construction work on a project that resulted from the study. Committee members said RLPS could deliver findings as early as July, with preliminary meetings and monthly check‑ins recommended during the study period.
Board members asked how the feasibility work would be structured and whether the board would have input into the study scope; staff said the consultant would meet with facilities and finance committee designees, the superintendent and department leads. The committee recommended adding the RLPS contract to the next business‑meeting agenda for formal approval.
No binding vote occurred at the workshop; committee members asked the board to authorize placement of the contract on a future action agenda. The $8,300 fee is to be paid from the general fund unless the board later determines capital or reserve funds are appropriate. RLPS said the fee would be fully credited if the firm is later hired for subsequent phases.
