PIERRE — The South Dakota House passed House Bill 1003, a bill sponsors described as clarifying and cleanup changes to definitions tied to the state school funding formula.
Representative Stevens, speaking for the measure, said the bill "ensures that the changes made in 2022 accurately reflect and do not inadvertently impact enrollment numbers as it relates to sparsity, reorganization, as well as the required general fund balances." He said the bill removes language for adjustments that had already sunset, including an adjustment for English learners that ended July 1, 2021.
Stevens said the measure cleans up outdated language from the 2022 changes to the state aid formula and prevents unintended consequences for enrollment calculations and required fund balances.
The House gave final passage to House Bill 1003. The clerk reported 59 ayes, 7 nays and 3 excused.
The bill is technical in nature and the sponsor described it as intended to match current statutory text to the policy decisions made in 2022; no appropriation or new funding was specified on the floor.
