Committee advances three bills on economic development, National Guard retention and veterans support; amendments adopted

The Technology, Economic Development and Veterans Committee met in executive session Jan. 21 and reported three bills out of committee with due pass recommendations: substitute House Bill 1057 (economic development grant‑writing support), House Bill 1073 (National Guard retention) and substitute House Bill 1102 (veterans support).
The session advanced the bills after brief staff briefings and limited member discussion; committee members adopted technical amendments to two bills before reporting them out.
House Bill 1057: The committee adopted amendment Wail 204, which removed the bill language that would have expanded the associate development organization grant‑writing program’s eligibility to economic development organizations, rural counties and frontier counties. Martha Whaling, committee staff, said the amendment keeps the underlying statute (RCW 43.30.3088) in its original language and reduces the bill’s fiscal impact. Representative Barnard moved the amendment; the amendment was adopted. The committee then incorporated the amendment into a substitute bill and voted to report substitute House Bill 1057 out of committee with a due pass recommendation. Roll‑call voting recorded ayes from Chair Ryu, Vice Chair Klobuch, Representatives Volz, Barnard, Cortez, Donaghy, Keaton, Paul, Penner, Simmons and Waters; Representatives Shavers and Street were excused. Staff announced the final tally as 11 ayes, 2 excused.
House Bill 1073: The committee voted to report House Bill 1073, which addresses National Guard retention, out of committee with a due pass recommendation. Representative Simmons, among others, spoke in support of incentives to retain Guard members. The bill was advanced by a voice/roll call with staff reporting 11 ayes and 2 excused.
House Bill 1102: The committee adopted amendment Wail 203, a technical amendment that struck a reference to the Veterans Service Officer Fund. Representative Paul moved the amendment and members supported it as a cleanup change. The adopted amendment was incorporated into substitute House Bill 1102, which the committee then reported out with a due pass recommendation. Representative Donaghy and others spoke in support of easing veterans’ access to benefits. Staff reported the vote as 11 ayes, 2 excused.
All three bills were reported out of committee with due pass recommendations and with amendments incorporated where noted. Committee members who spoke in favor described the bills as bipartisan and aimed at improving access to federal funding for communities (HB1057), strengthening National Guard recruitment and retention (HB1073), and making it easier for veterans to access benefits (HB1102). The committee set no further floor action at this meeting; the bills were transmitted per regular legislative process.
