The Carmel Plan Commission on Jan. 21 approved the development plan and ADLS for Spring Mill Shops โ three multi-tenant commercial buildings totaling 14,870 square feet โ subject to final approval of outstanding engineering and project documents by staff.
Architect Sean Curran of Curran Architecture presented the project on behalf of Republic Development, describing the three buildings at the northwest corner of East 116th Street and Spring Mill Road as a set of restaurants and retail with outdoor seating and internal pedestrian connections. Curran said the team has worked through multiple design iterations with staff and was preparing final project documents and a signage variance application. "We are here, this evening, ... to, get this project, finalized," Curran told commissioners.
Rachel Keasling, planner with the Department of Community Services, said staff had been focused on ensuring the buildings meet the character expectations for Jackson's Grant Village and that outstanding items are limited to engineering documentation and project-approval documents. "We recommend approval of this project tonight," Keasling said. The commission voted by voice to adopt docket PZ-2024-0099 subject to final approval of outstanding conditions by staff.
Project details in the public record indicate the buildings' addresses as 11675, 11745 and 11785 Village Corner Court; the site is zoned PUD (Jackson's Grant Village, Z-653-20). The developer will submit final engineer drawings and a signage-variance application as follow-up items; staff will confirm that sidewalks, drive aisles and parking signage align with the neighboring townhome development.
