Commission approves respite care site plan for Vista Del Pico Drive

The Timnath Planning Commission approved a site plan for a respite care facility located at 4990 Vista Del Pico Drive during its Jan. 7 meeting.
Staff found the 2.72-acre site plan met the town's site-review criteria for the Regional Commercial (with PD) zoning and recommended approval with the standard condition that staff be allowed to work with the applicant on minor, non-substantive edits before final signatures. The commission voted to approve the site plan.
Staff reported the project has a building footprint equal to about 21% of the site, a proposed building height of approximately 28 feet (within the 40-foot PDO limit), and roughly 40% open space. The plan exceeds vehicular and bicycle parking requirements, includes parent drop-off, and locates age-separated fenced play areas at the rear of the site. Kathy Mathis of TB Group presented the applicant's plans; she noted the landscape plan, playground locations and the primary building materials under consideration.
Kathy identified the project team: Christie, who she said is the executive director of the respite care organization, and architect Charles from Neenan. The applicant team said exterior materials include stone veneer, stucco, exposed timber elements and select metal paneling; the design went through the project's review committee prior to this hearing.
Commissioners asked several technical questions about materials and the play area. When questioned about the play surface, Mathis confirmed the darker-green areas on the plan were artificial turf in play areas and that the project retains landscape buffer between turf and other planting areas. The commission instructed staff to include any outstanding minor clarifications in final plan checks. A motion to approve the site plan carried; staff will track final minor modifications with the applicant prior to issuance of signatures and permits.
