Franklin County Commission approves multiple contracts, memberships and cyber insurance

The Franklin County Commission on Jan. 21 approved a slate of routine contracts, renewals and memberships covering county technology, emergency communications and health-department services.

The most costly single approval was a cyber insurance policy from Cowbell Cyber Incorporated with a premium of $27,799 for a policy period from Feb. 1, 2025, through Feb. 1, 2026. The commission voted to accept the quote and authorize the county to purchase the policy.

The commission also approved a quote from Insight for Microsoft server and database licensing, a purchase not to exceed $155,678.90, described by the commission as a step to update county licensing.

The board approved a planned service agreement with CK Power for maintenance of generators at the sheriff’s office, a three-year agreement with a total cost not to exceed $5,957. The panel also awarded a sole-source purchase to Clearspan LLC for AT&T HVS Mitel phone-system services for county offices and approved a subscription form with Vendor Registry for county purchasing operations.

The commission renewed a memorandum of understanding between the Missouri Department of Corrections and the Franklin County Health Department that sets a firm-fixed payment of $20 for each TST and evaluation performed for employees, plus a $3 billing fee. The renewal was described in the meeting as an extension of the existing agreement.

The county approved a tier-2 membership to the National Emergency Number Association (NENA) for Franklin County 911 communications at a cost not to exceed $1,650. Jeff Titter of Franklin County 911 told the commission the membership would provide training discounts and other benefits for dispatch staff, calling it “worthwhile” and a way to expand training opportunities.

A consent agenda including a liquor license for All in 1 Liquor, building-department fees, recorder of deeds fees, prosecuting attorney fees for December 2024, and an auctioneer license for D. Riley Auction and Realty LLC was approved as presented.

The commission opened its meeting by approving minutes from the Jan. 14 meeting and closed the action portion of the agenda before taking departmental reports and adjourning.
