Town staff told the council the proposed budget continues funding of the joint county mental‑health program at about $2,190,000, a line item shown on page 114 of the budget book under administration. City Manager Miss Reese said the town is in ongoing conversations with McLean County about how the county intends to spend its share of the shared sales tax and hopes to have more information by the end of the week.
Finance Director Mr. Heun confirmed that the mental‑health contribution is included in the general expense line as a contract payment and that other contract payments in the same line — payments to the Convention & Visitors Bureau (CVB), Economic Development Council (EDC) and existing developer agreements such as Phillips Edison and Plaza/shops obligations — are remaining at current programmed levels. Heun said developer agreement obligations in the book total about $204,000 and are separate from future economic‑development set‑aside cash that was eliminated.
Councilmember Ms. Lorenz asked whether the CVB, EDC and developer agreements remain status quo; staff answered yes. Miss Reese added the town expects more county detail on the sales‑tax sharing arrangement and will bring that information back when available.
