Manitowoc council approves PCB‑soil cleanup contract, $100,000 skate‑park allocation and multiple personnel and policy measures

The Manitowoc Common Council on Jan. 21 approved a contract to remove PCB‑impacted soil at the former Miro site and adopted a package of city resolutions, including a $100,000 allocation for a skate‑park project and several personnel and administrative changes.
The council voted to award the bid for removal of PCB‑impacted soil at the former Miro site (project W02510) to Horizon Construction and Exploration LLC. Members said the work will be funded through a federal grant the city received for the project in the amount of $1,800,000. The council adopted the board recommendation to accept the base bid plus alternate No. 1.
The vote on the Miro‑site award followed a Board of Public Works report dated Jan. 20, 2025 and was adopted as presented. Council members did not raise additional conditions during the vote.
In other action, the council approved a $100,000 allocation for the Manitowoc Skate Park project at Miracles Park to be expended in 2026 and authorized the city to enter a fundraising agreement with the Skate Park and West Foundation. Council members said the funding had been included in the 2025 budget and that the fundraising agreement is intended to support construction and community fundraising efforts.
The council handled routine licensing and personnel matters across committee reports. The finance committee recommended denying a two‑year operator license for D. Jimenez pursuant to Wisconsin Statute 111.335; that recommendation was adopted. The council approved a two‑year operator license for A. Franz under the same statute; that motion passed with one abstention (Alderman Bolt).
The personnel committee presented and the council adopted changes to the City of Manitowoc compensation plan maintenance, a resolution creating a seasonal farmers market manager position (transitioning the role from a contracted to an in‑house position), and a resolution revising the employee policy manual. The council also authorized settlement of a workers’ compensation claim as recommended by the personnel committee.
The public infrastructure committee recommended and the council approved municipal water installation agreements with various property owners as presented.
Votes were recorded on the consent agenda and on each committee recommendation; where recorded, votes were carried unanimously except where noted above for the operator license approval for A. Franz.
The council completed business and adjourned. The city clerk and committee chairs noted upcoming committee meeting dates during reports.
