Council delays final action on Weber Housing Authority plan; administration to report Feb. 18

The Ogden City Council continued consideration of the Weber Housing Authority communication plan and the related Aspen House project, with the administration asking for additional time to resolve grant and financial issues and to consult other stakeholders.

Janine, council staff, told the council the item had been extended the previous week and that administrative leaders requested roughly 30 days to research alternate options and to work through grant and financial questions with the housing authority. She recommended the council receive a report on Feb. 18 and then decide whether to set a final consideration date or extend again.

Council members and the mayor discussed the project timeline and the history of the housing authority—s involvement. Several public commenters pressed the council about project timelines and potential financial stakes: public commenter Robert Hunter said the project had "$2.6 million at stake" in invested funds and cited additional figures including an operating subsidy of $1.2 million and $590,000 in ARPA funds that could lapse if not acted on by June.

Mayor Nadolski and council members said the council must weigh both the executive administration—s recommendations and the legislative role of the council; they noted the council only learned in November about the pending housing authority action and that state procedures require legislative approval in some parts of the process. The mayor said the administration is working to be more collaborative and transparent with the housing authority and the council, and that the administration is exploring all county locations including the east bench and Shadow Valley as part of site criteria shared with stakeholders.

The council did not take a final vote at the meeting; instead the administration will return with a report and recommended next steps at the Feb. 18 meeting.
