Planning commission forwards favorable recommendation to rezone 434 N. Mount Zion Road to general business

Lebanon Plan Commission — The Lebanon Plan Commission voted to forward a favorable recommendation to the Common Council to rezone a 1.3-acre parcel at 434 North Mount Zion Road from light industrial (formerly planned business industrial) to general business.
Ben (planning staff) told commissioners the property, home to an existing Subway, became technically nonconforming after prior zoning updates and that rezoning to general business would align the parcel with the comprehensive plan’s commercial designation. Staff recommended the rezone as consistent with the future land use map and compatible with surrounding commercial uses.
Ben explained the zoning history: when the business park was created it used a "planned business" district that later split into planned business commercial and planned business industrial during a UDO update; more recently the city moved planned business industrial into light industrial. As a result, some retail uses including the Subway became legally existing nonconforming uses. Ben said rezoning would allow the owner to pursue additional commercial investment.
Commissioners asked about typical uses allowed in general business; Ben listed office, retail and restaurant uses and said the change would make the Subway a conforming use.
No members of the public spoke during the public hearing for this item; the commission opened and then closed the hearing before taking the vote. A motion for a favorable recommendation to the Common Council was made and seconded and carried by voice vote.
Ben noted the Planning Commission’s role is advisory and that the Common Council will make the final decision on the rezoning ordinance when it considers the recommendation.
