Atoka councils approve budgets, buy new dump truck and hold executive session on economic development

Atoka’s City Council and several related municipal boards approved a series of budget adjustments, routine purchase orders and the purchase of a new municipal dump truck, and the Atoka City Industrial Development Authority held an executive session on a confidential economic-development proposal.

The approvals included amendments to the city’s general fund and capital-improvements budgets for fiscal year 2025, multiple authority budgets for fiscal year 2024, routine payment and purchase orders for December 2024, and a state-contract purchase of a 2026 Ford F-750 dump truck for $102,152.40.

Those routine fiscal votes followed staff reports and brief discussion. Kelly, the city treasurer, told the council that “most of [the] general fund [adjustment] was from grant monies that we received” and noted the city had done well securing grants this year. Council members also praised city employees for clearing roadways after a recent storm.

The council approved the truck purchase as a second unit intended to expand the city’s fleet; staff said the vehicle does not require a commercial driver’s license and that estimated factory build time is about 22–24 weeks. The council approved the purchase by roll call; all present voted yes.

Council members discussed a roughly $68,000 uptick in sales-tax revenue for a month that showed stronger-than-expected collections. Staff said the amount reflects December sales reported in the city’s revenue figures and suggested the increase could stem from businesses purchasing supplies delivered within city limits; staff offered to examine the sales-tax reports to see whether the month contains any unusual large transactions.

On the Atoka City Industrial Development Authority agenda, trustees voted to enter an executive session “as authorized by Title 25 state statute 307(c)(11)” to discuss economic development, including transfer of property and incentives, where public disclosure could interfere with recruitment or violate business confidentiality. The board returned to open session later and acknowledged minutes were taken; trustees reported no public action tied to the executive session at that time but discussed next steps privately.

Other boards that met that evening — the municipal authority, the municipal trustees, the sports complex board, the airport authority and the emergency management authority — approved their respective minutes, December purchase orders and budget amendments for the 2024 fiscal year, and heard brief manager reports such as a mostly quiet sports complex in winter and an economic-development director’s update indicating interest in a 5,000-square-foot “Mercer” building and progress on a local housing project delayed briefly by snow.
