The Jacksonville Beach City Council adopted Ordinance No. 2024-8219 on second reading, enacting a temporary suspension of certain land-use and zoning applications to give staff time to complete and council time to adopt final amendments to the city’s Land Development Code (LDC).
Heather Ireland, during the second-reading hearing, said staff made a "very small amendment" after first reading to allow discretion to process applications that will not be impacted by the LDC changes. "We want this to be as least impactful as we can," Ireland said, explaining the amendment was intended to allow simple transfers of ownership, such as a restaurant without added seating, to proceed.
The ordinance text posted for second reading describes the suspension as covering certain comprehensive plan text and map amendments, rezonings, variances and special exceptions. The council opened and closed the public hearing with no public speakers.
Council members asked about access to the revised packet; staff said the updated version was posted online and printed copies would be provided to council members prior to the first reading of the final LDC amendments.
A roll-call vote on the second-reading adoption recorded all affirmative votes present; no negative or abstaining votes were recorded on the transcript.
The ordinance takes effect immediately upon adoption; staff will continue to identify and process applications that the new LDC will not affect and will pause processing of applications that would be altered by the forthcoming code changes.
