Jacksonville Beach council approves extension, first amendment to parking services agreement with SP Plus

The Jacksonville Beach City Council voted to approve a one-year extension and the first amendment to the city’s parking services agreement (RFP 09-2122) with SP Plus Corporation and delegated authority to the city manager to execute subsequent extension options through the contract maximum.
Chief of Police Gene Barton, presenting the item as part of city manager business, said the administration will conduct community outreach tied to the expanded paid-parking area. "There'll be an information packet that will be distributed to all the residents in the expanded area, and how to sign up for the free residential parking. Flyers will be delivered to each address in the affected area," Barton said.
The council discussed several implementation details. Council members asked about a clause in the amendment that references events where paid parking is not used; staff explained the amendment "calls back" to the original contract language for those event exceptions and that the ellipsis in the packet reflects language from the original 19-page agreement that was not being changed.
The council also approved a separate, related motion delegating to the city manager the authority to approve and execute subsequent extension options if no substantive changes are made to the agreement. The chief said staff will return to council in the fall with performance data after a full cycle of the expanded area and rates so the council can evaluate revenue impacts and rate decisions.
Votes at the dais were recorded by roll call for both actions. The extension and amendment motion passed (yes: Council member Golding; Council member Horn; Council member Jansen; Council member Sutton; Council member Wagner; Council member Rogers; Mayor Hoffman). Staff said outreach events to help residents enroll in residential parking will be held at public locations, with one session held before March 1 and a second after the beach season begins to accommodate new residents and seasonal changes. The city manager's office and the chief clarified that any material changes to areas or rates would require a contract amendment to return to council for approval.
The council approved both motions by roll call; no members recorded a vote against or an abstention in the recorded tallies.
The contract extension and delegation mean the city will operate under the amended SP Plus terms for the coming year while staff monitors actual revenue and operational impacts before proposing further changes.
