Committee approves creation of 32-hour circulation specialist position at library

The Finance, Budget and Personnel Committee recommended that the common council approve creation of a new circulation specialist position at the library and authorize hiring at the recommended pay rate.
Jill Porter, library director, said the position is new and not a replacement for a full-time position cut at the end of the prior year. She described operational gaps in the circulation department—one full-time supervisor and no intermediate-level staff to step in for vacations or turnover—and said the new role would be at the same pay level as other library specialists but start at step 1 and work 32 hours per week to remain within budget constraints. Porter said the position will leave the library about $3,000 over the previously predicted budget but that other anticipated staffing gaps later in the year should offset that.
A motion to approve the job classification, pay rate and recruitment passed on a voice vote.
