Weber County adopts five-year pre-disaster mitigation plan to remain eligible for FEMA grants

The Weber County Commission on Tuesday adopted a five-year pre-disaster mitigation plan intended to reduce long-term disaster risk and preserve eligibility for certain Federal Emergency Management Agency (FEMA) mitigation grants.

Lisa Gosselin, a county staff member working on hazard planning, told commissioners the plan covers the county, its cities and special districts and outlines goals, strategies and actions to reduce long-term risk. "This plan is a 5 year plan that's required by FEMA in order to get certain grants mitigation, grants and assistance," she said.

Gosselin said the county submitted "final draft 2" to FEMA and had FEMA concurrence to proceed with adoption; additional changes can be added later and receive separate adoption if necessary. The commission approved Resolution 06-2025 by roll call.

At roll call, the commissioners recorded affirmative votes; the transcript records the roll call as: "Commissioner Fluor? Aye. Commissioner Harvey? Aye. Chair Bolas? Aye." Following the vote the chair declared the motion carried. Adoption of the plan ensures the county remains eligible to apply for and receive FEMA mitigation funding tied to an approved local mitigation plan.

County staff did not enumerate specific grant amounts during the public meeting. Gosselin said the plan contains goals, strategies and actions but noted that any subsequent edits required by FEMA can be incorporated and adopted separately.
