County backs state-submitted federal grant application for bus replacements; could cover up to 10 buses

The Board of County Commissioners on Aug. 26 authorized a nonbinding letter of support for a state-submitted competitive Federal Transit Administration grant — described by staff as a Ladders of Opportunity discretionary grant for buses and bus facilities — that would help St. Mary's County replace aging buses.
George Erickson, director of Public Works and Transportation, told the board the state selected only three jurisdictions (St. Mary's, Garrett and Howard counties) to submit applications for the federal program, which has a national competitive pool. The federal share would be 80 percent, with the county's share expected to be 20 percent under that grant structure (the usual state-MTA process is roughly 80% federal, 10% state, 10% local).
Erickson said the county's fleet includes 19 buses that run peak periods on 11 routes, many exceeding federal useful-life standards; several buses carry very high mileage (examples cited: 637,000 and 409,000 miles), and the county currently has only one spare bus available. Based on past and pending replacement requests, Erickson said the grant could cover as many as 10 buses that otherwise would remain unfunded if state capital support stays limited.
A commissioner asked about the county's potential financial obligation; Erickson estimated the local share for 10 buses at roughly $328,000. He said staff can use FY2015 and FY2016 funds or include the need in the FY2016 budget if the grant is awarded.
Commissioner Todd B. Morgan moved that the board approve the ladders-of-opportunity discretionary grant letter of support as presented; Commissioner Cynthia L. Jones seconded. The motion carried by voice vote.
Ending: Erickson said the state submitted the application on the county's behalf with a tight turnaround; award decisions would be made in the spring if the federal program selects projects. If awarded, the county would return to the board with a specific purchase and funding plan.
