Commission OKs $25,000 predesign contract with YHR Partners for Public Works expansion

The West Fargo City Commission approved a predesign contract with YHR Partners, not to exceed $25,000, to proceed with concept and preliminary design work for a Public Works and Sanitation building expansion and remodel.
Public Works Director Matt Anvey told commissioners the project has been in the city’s capital improvement planning since 2020 and that departments have outgrown existing space; the goal is a facility sized for a 15–20 year planning horizon that would keep vehicles and equipment inside, add meeting/training space and accommodate future growth. Anvey said 13 firms submitted architecture proposals and four were interviewed; YHR Partners was selected by the evaluation committee.
Anvey estimated a probable total project cost in the $13–15 million range but said the capital improvement plan currently includes $8.5 million for the project. City staff said they have applied for a North Dakota State Revolving Fund (SRF) loan and may pursue Bank of North Dakota or other loan options; finance staff noted choices could include using water fund reserves, general fund reserves or capital-improvement sales tax but said staff favor leveraging low-interest loans to preserve reserves.
Approval of the predesign contract will allow staff and the consultant to refine program needs, develop preliminary drawings and produce a more detailed financing plan. Commissioner Zundell moved to approve; Commissioner Jorgensen seconded and the motion carried.
