The Village of East Troy Board of Trustees voted Jan. 20 to approve a three‑party planning contract with the Wisconsin Department of Transportation (WisDOT) and Strand Associates to take the East Troy–Mukwonago multi‑use trail into the planning phase.
Eileen (staff member) said the contract is the final procedural step before beginning planning and explained how grant reimbursement will work: the village will pay 100% of planning costs up front, be reimbursed 80% by the state, and the remainder of the village share will be split with other municipalities involved. Eileen also said a portion of the trail lies in Waukesha County and a portion in Walworth County; Walworth County has verbally committed support but is not contributing financially.
A trustee asked whether Walworth County would have to sign off; staff said counties and adjacent agencies will be coordinated and will likely sign necessary documents though Walworth County is not providing funds.
A motion to approve the three‑party contract with WisDOT and Strand Associates was made, seconded and approved by voice vote; no roll‑call tally was provided. The contract amount was reported as slightly lower than the projected application estimate.
The board’s approval moves the project into a formal planning phase, after which design, cost estimates and intergovernmental agreements will be developed. The village will pursue reimbursement per the grant’s reimbursement schedule and coordinate with neighboring municipalities regarding their share of the nonstate portion.
