East Troy board approves release of $122,532 in library impact fees for architectural plans

Eileen (staff member) summarized the library board’s request, saying the library has explored other options in prior years, including relocating or combining with a community center, but is now seeking an expansion at the current site. Eileen told trustees that the village previously used impact fees for architectural design work in 2015 and 2021 for different plans.
Eileen said, “Currently, impact fees available are $122,532. In 2025 we do have impact fees expiring; we have $1,928 in that fashion,” and she said the library would solicit proposals and return to the board for final approval once a dollar amount is confirmed.
Mary (representing the library board) told trustees the group is not seeking to begin construction now but wants architectural plans so it will be ready if future circumstances permit expansion. A trustee noted that having a plan is necessary to get cost estimates.
A motion to release the impact fees for architectural purposes was made and seconded; the board approved the motion by voice vote with no roll-call tally provided.
Next steps indicated by Eileen and the library board are issuing a request for proposals for design services and returning to the board with a final contract and budget for approval.
The board did not set a construction timeline and emphasized this action was to fund planning and design only.
