Summary
At a regular meeting the Houston County Commission approved a series of motions including a road-naming resolution, contracts for jail services and a needs assessment, two new dispatch positions with a budget amendment, the county's FY2024 Rebuild Alabama report, and authorization to pursue bond financing through Frasier Lanier.
The Houston County Commission on Jan. 13 approved a set of routine and policy items including a roadway renaming, contracts and budget amendments for public safety, and authorization to seek bond financing for county projects.
The commission adopted a resolution naming a portion of North Broad Street "Sammy Bagwell Memorial Boulevard," authorized the chairman to sign a contract for inmate food service at the Dothan City Jail, approved two dispatch positions for the sheriff's office with an accompanying budget amendment, and authorized a jail needs assessment contract with a supplemental budget amendment. The board also accepted the county's FY2024 Rebuild Alabama annual report, authorized the secretary of state to act as agent for voter file maintenance under Act 95-769, and approved engaging Frasier Lanier to seek bond funding for recreational improvements and economic development across Houston County.
The actions were taken by voice vote, with the chairman calling for "aye" or "nay" on each item; the clerk recorded the motions as approved during the meeting.
Commission chairman (name not on the record) opened the meeting and confirmed a quorum with all commissioners present except Commissioner Herring. Commissioner Adams moved the Sammy Bagwell memorial boulevard resolution with Commissioner Harvey seconding; the motion passed. The resolution designates a portion of North Broad Street from Jordan Avenue to Glen Larch Road as Sammy Bagwell Memorial Boulevard and recognizes Bagwell's contributions to the town of Cox in Houston County.
Will Kirkland, assistant engineer for Houston County, presented the FY2024 Rebuild Alabama annual report. "This is the fiscal year 2024 Rebuild Alabama annual report," Kirkland said, and summarized resurfacing work and costs performed between Oct. 1, 2023, and Sept. 30, 2024. Work listed included West Cook Road (about 3 miles, $511,000), Skipper Road (1.7 miles, ~$270,000), Enterprise Church (just over 2 miles, $250,000), and triple surface treatments on Lynn Jarvis Road (about 1 mile, $65,089.26) and Enon Road (about 0.5 mile, ~$27,000). Kirkland said total 2024 resurfacing was "a little over $1,100,000." The board voted to accept the report and to post the soft copy on the county website.
On public-safety staffing and contracts, the commission authorized the chairman to execute a contract for inmate food service for the Dothan City Jail and approved adding two dispatch positions in the sheriff's office with a budget amendment of $116,523.38 to cover the positions. Commissioners discussed that the 911 communications district reimbursement made the hires possible and cited the need to reduce staff fatigue in a high-stress job. The board also approved a contract to undertake a jail needs assessment; the cost was reported as $82,500, a $7,500 increase over the county's original $75,000 budget estimate.
The board approved an agency agreement for the Alabama secretary of state to serve as the agent for voter-file maintenance as required by Act 95-769. The item was presented and approved without extended discussion.
Commissioners also voted, by unanimous consent, to add and then approve a request to engage Frasier Lanier to pursue bond financing for recreational improvements and economic development projects. Commissioners said delaying the action would add roughly 60 days before funds could be available to local projects; the board approved immediate authorization to move the financing effort forward.
In staff reports, the county engineer reported two closed roads (Crawford Road and Leopine Road). The county attorney reported the Palm Center roof replacement is under way; contractors had installed about 40% of a standing-seam roof and staff said the repair work had revealed more work than originally expected.
