Board of Public Works approves right-of-way dedication and temporary easements for Washington Street HSIP project

The City of West Bend Board of Public Works approved two land actions needed for a Federal Highway Administration HSIP project on Washington Street: a right-of-way dedication for a city-owned parcel and temporary limited easements on city-owned parcels to allow contractor access during construction.
A city project manager described the HSIP program work as intersection upgrades at Washington Street and 18th Avenue, Main/7th Avenue, and River Road funded through a Federal Highway Administration grant. The city previously acquired land from private owners and needs a formal dedication of a city-owned parcel so the FHWA grant can proceed, the presenter said.
On the right-of-way item the board recommended approval for parcel number 13 from the relocation plat to secure the land acquisition necessary for the project. On the temporary-limited-easement item, staff explained the easements permit the contractor to enter city-owned parcels to perform grading, restoration and other construction activities; those easements will expire at the end of construction.
Both resolutions were moved and carried without recorded opposition at the Board of Public Works meeting. City staff said the actions are administrative steps required by the grant and will enable the contractor to access the parcels during construction.
The HSIP project will proceed under the federal grant terms once the city completes the required dedications and easements.
