FSU Lab School unveils draft conflict-of-interest policy; annual disclosures planned

The FSU Lab School board reviewed a draft conflict-of-interest policy (Policy 2.201) intended to guide board members and staff on financial and nonfinancial conflicts and voting recusal in accordance with Florida law.
The draft lays out definitions of financial interests and “other interests,” explains when a board member should disclose a potential conflict, and describes options for resolving conflicts, including recusal or abstention. The policy also calls for an annual disclosure and acknowledgment form to be completed by each board member; the form would be maintained by the school.
Staff said the school explored using Florida State University’s CAMS system but opted to prepare a separate, streamlined annual form for this board because CAMS contains employee-specific ethics modules that do not apply to nonemployee board members. The draft also includes a section listing statutory prohibited conflicts drawn from state ethics law; staff said the form and policy language will be adjusted to correct minor typographical items and standardized cross-references.
Board members asked for small wording and formatting changes to section 7 and asked staff to make references internally consistent. No final action was taken; the policy and the annual disclosure form are scheduled to return for formal review.
