"The intent of the bill is to clarify existing language in state code and to define that the State Library Coordinating Council is only responsible for making decisions and dispersing state grants. They are not responsible for any federal grants," Representative Eric Murphy said.
Murphy said the clarification grew from past confusion where some members believed the council had authority over federal grant distribution. Committee members asked whether the change would generate cost savings; Murphy said he did not expect a fiscal note and that the bill is largely a definitional cleanup.
Representative Steiner asked whether the council has ever received federal grants; the committee paused to request the state librarian to appear so the body could get an authoritative answer. The committee stood at ease while staff sought the state librarian and agreed to resume consideration when the official could attend.
