Caldwell County Commissioners Court on Jan. 14, 2025 accepted a $100,000 award from the Texas General Land Office (GLO) Community Development Block Grant–Mitigation (CDBG‑MIT) program to plan and develop the county’s FY2025–2030 Hazard Mitigation Action Plan and approved several related administrative actions to implement the award.
County staff told commissioners the $100,000 will fund the five‑year hazard mitigation plan. Amber (last name not specified), a county staff member, said the award has been received and the county must accept it to proceed; Langford Community Management Services will complete the plan under an existing contract. The court approved Amendment No. 1 to the county’s contract with Langford to add procurement language required by the GLO and authorized the county judge and the auditor to sign contract and financial reimbursement documents.
Commissioners also approved a memorandum of understanding with the City of Luling tied to the evacuation center project. The MOU formalizes arrangements for Luling to provide a second tranche of GLO funds toward the evacuation center and is required by the city’s application process.

Commissioner votes were affirmative on all items. County staff said the plan is step one to qualifying for future mitigation projects; once the plan is completed and submitted to the GLO, the county may seek larger project funding to implement mitigation measures and improvements such as an evacuation center. No large capital project was approved at the meeting; the approvals were limited to accepting the planning grant, updating the contract language to comply with the GLO, authorizing signatories, and formalizing the MOU with Luling.
The court also noted that Langford will prepare and submit the plan to the GLO, after which the county will pursue later-phase funding opportunities for mitigation projects.
