Caldwell County Commissioners Court on Jan. 14, 2025, voted to table a proposal asking the county to pay half the cost of an executive director for the Caldwell County Community Services Foundation, a request made by St. David’s Foundation that would cost the county $49,000 per year.
The proposal matters because St. David’s has offered additional donations contingent on an executive director being in place; county officials said the foundation is seeking a local match to unlock more funding and expand the foundation’s services to underserved residents of Caldwell County.
County staff explained that St. David’s requested the county contribute half the director’s salary and associated payroll costs. The county judge (name not specified) told commissioners the full county share would be $49,000 annually, “Flat rate is not, that includes, FICA and withholding and all that stuff’s rolled up into it,” and said the county did not budget for that expenditure in FY2025. The judge and several commissioners noted the county previously used ARPA money to seed similar efforts but that the ARPA funding is no longer available.
Commissioner comments focused on conditions the court would want before approving a multi-year funding commitment. Commissioners asked for:
- A drawdown or weaning schedule showing how the foundation would reduce county funding over time; - Regular reporting requirements tied to measurable performance metrics, grants received, and distributions to local organizations; - A presentation from St. David’s staff to explain the foundation’s plans and the specific role and responsibilities of the proposed executive director.
Commissioner Westmoreland moved to table the request pending a presentation by St. David’s; Commissioner Horn seconded the motion. The court voted unanimously to table the item and invite a St. David’s representative to a future meeting for a fuller briefing on costs, reporting, and partnership options.
The court did not approve any county funding or enter into an agreement at the Jan. 14 meeting; commissioners instructed staff to schedule a presentation so the court could consider formal terms, reporting requirements, and any possible budget sources.
Next steps: Commissioners asked staff to invite a St. David’s representative (the judge suggested Abena Assante) to explain the foundation’s proposal and discuss whether St. David’s would require a county match as a condition of its additional donations. No decision, budget allocation, or contract was approved at the meeting.
