Tom and other staff explained the practical implications: the proposed $1,000 threshold means a student could leave with a balance of up to $999.99 and still receive a diploma. Staff noted active student meal balances were about $76,000 as of Dec. 20, and inactive student accounts totaled roughly $44,000; administrators said those inactive balances are higher than in past years.
Board members asked how the change would affect district accounting and collection efforts. Staff said they send letters, attempt communications, and sometimes refer accounts to collections after multiple outreach efforts. Staff acknowledged that a small number of accounts represent a disproportionate share of the balance (staff said six students account for roughly 10% of the active balance) and that some families who qualify may not complete free-and-reduced applications.
Board members also asked whether the district denies meals; staff confirmed the district does not deny meals and that state law now requires meal provision. Staff said the policy update is a response to legislative changes and evolving practice and that more collection activity is likely as the district returns to charging for meals post-pandemic.
The policy is at first reading and no final action was taken. Staff said they will continue to refine procedures and provide additional information about the fiscal impact and collection outcomes.
