Erickson said the proposed IGA formalizes an open‑ended procurement vehicle — a cooperative tool the county can use to request proposals from MES for specialized services without a pre‑committed dollar obligation. “It's a vehicle ... it's an open‑ended services contract,” Erickson said, adding the IGA does not commit funds at execution and provides another procurement tool for the county. The commissioners authorized execution of the IGA by voice vote.
Oak Crest roadway acceptance: Erickson also presented a standard roadway acceptance resolution for Oak Crest subdivision (the area identified in the packet near the new movie theater). Public works said final inspection was completed in February 2016 and a one‑year maintenance bond had been posted; the board adopted the resolution to accept the streets into the county highway maintenance system.
Airport Road conveyance to SHA: DPW&T presented a formal follow‑up of an April 5 public hearing on a request from the State Highway Administration and the developer to convey a 0.045‑acre portion of Airport Road at the intersection with MD 235. Erickson said all required public‑hearing documentation (affidavits, posting evidence and publication certificate) had been entered into the record. The board approved the ordinance, a donation plat and a quitclaim deed to convey the parcel to SHA; the originals were filed with the county recorder.
Ending: All three items were approved by voice vote with the chair announcing the motions carried; county staff said these are routine procurement and roadway actions that provide operational flexibility for DPW&T.
