The Pharr Planning and Zoning Commission voted to recommend approval of a rezoning request to change a 4.64-acre property at 1904 West Ridge Road from General Business district (C) to Residential Multifamily High Density district (RMFHD).
Laura Fonseca, Planner II with the City of Pharr Development Services, said Melden & Hunt, Inc., as agent for South Wind Gardens LLC, requested the rezoning to permit construction of multifamily apartment complexes. Fonseca said the property — described in staff materials as approximately 4.64 acres out of Lot 4 and Lot 1 of the South Wind Garden Subdivision — is designated for general business in the city’s land use plan but that RMFHD is intended to provide space for medium- to high-density residential development where adequate water, fire protection, drainage and open space are present.
Staff recommended approval, saying the parcel meets area requirements and has adequate ingress and egress, and that the requested zoning aligns with development trends in the area (commercial along the front and multifamily toward the rear). Fonseca said eight notice letters were mailed to property owners within a 200-foot radius on Dec. 23, 2024, a legal notice was published in the Advanced News Journal on Dec. 18, 2024, and a corrected legal notice will run Jan. 15, 2025; staff reported no responses to the notices.
No members of the affected area signed up to speak at the public hearing, and the applicant offered no comments during the commission meeting. A motion to approve the rezoning carried. Fonseca said the item is scheduled to go before the City Commission on Jan. 27, 2025 for final action; the commission later announced the Jan. 27 meeting time may be 6:00 p.m. if items are on the agenda.
